FERC Filings

FERC Order No. 1000 builds on the reforms of FERC Order No. 890 with the objective of correcting perceived remaining deficiencies with respect to transmission planning processes and cost allocation methods. Accordingly, Order No. 1000 specifies certain requirements in three primary areas: (1) regional planning and cost allocation; (2) non-incumbent transmission developers; and, (3) interregional transmission planning coordination and cost allocation.

To comply with the first two areas the Northern Tier Transmission Group, working with their stakeholders,  developed the necessary tariff amendments to comply with the Commission's Order.  On March 24, 2015 FERC issued letter orders to each of the Filing Parties accepting the Attachment K revisions. 

Northern Tier Transmission Group, along with its three neighboring planning regions (ColumbiaGrid, WestConnect and CAISO), the Western Filing Parties, developed common tariff language to address the third item in the order; interregional transmission planning coordination and cost allocation.  On June 1, 2015, the Commission found that the Western Filing Parties’ Second Compliance Filings, comply with the interregional transmission coordination and cost allocation requirements of Order No. 1000.   Accordingly, FERC accepted NTTG Applicants’, West Connect Applicant’s and CAISO’s Second Compliance Filings, effective October 1, 2015, as requested.  FERC also accepted ColumbiaGrid Applicants’ Second Compliance Filings, effective January 1, 2015, as requested.
